Boardwalks, bayfront living & Victorian Cape May charm — See why retirees are choosing the South Jersey Shore

About Jersey Shore - South

The southern half of the Jersey Shore stretches roughly from Long Beach Island down through Atlantic City to the southern tip at Cape May, covering Ocean, Atlantic, and Cape May counties. For retirees, the appeal is straightforward: year-round beach access, walkable resort downtowns with real off-season populations, and a cost picture that swings dramatically depending on which town you pick. Inland Atlantic County towns like Galloway, Egg Harbor Township, Mays Landing, and Absecon sit roughly 6% below the national cost-of-living average — while barrier-island addresses in Ocean City, Avalon, Stone Harbor, and Cape May itself run well above it. That spread is the story of the region: two different price tiers within a 30-minute drive.

The 55+ community landscape is concentrated on the mainland. Manahawkin (Ocean County) anchors the northern end with Atlantic Hills, Paramount Escapes Ocean Breeze, and Perry's Lake — small-to-mid-size single-family communities five minutes off Parkway Exit 63, with Long Beach Island's beaches and Southern Ocean Medical Center within a short drive. Further south, Galloway, Egg Harbor Township, and Little Egg Harbor offer more age-restricted options with easy access to Atlantic City International Airport (ACY), casino entertainment, and the AtlantiCare hospital system. Somers Point, Absecon, and the shore towns of Ocean City, Ventnor, Margate, and Sea Isle City draw retirees who want to live on or near the sand year-round and are willing to pay the coastal premium and carry serious flood and wind coverage.

Healthcare infrastructure is stronger than the region's small-town feel suggests. AtlantiCare Regional Medical Center operates two campuses (Atlantic City and Pomona/Mainland) plus health parks in Egg Harbor Township, Cape May Court House, and Manahawkin. Shore Medical Center in Somers Point and Cape Regional Medical Center (now part of Cooper) in Cape May Court House round out the map, and Hackensack Meridian's Southern Ocean Medical Center serves the Manahawkin/LBI corridor. Philadelphia's major medical centers are roughly an hour up the Atlantic City Expressway for anything specialized.

Who it suits: retirees who want a real coastal lifestyle — boardwalks, fishing, boating, birding at the Cape May migration flyway — plus New Jersey's meaningful tax breaks for older residents (Social Security is fully exempt, pensions and IRA withdrawals are excludable up to $100,000 for a married couple filing jointly), and are comfortable with the trade-offs of shore living: hurricane and nor'easter exposure, a rising flood-insurance market, and towns that empty out considerably from October through April.

Cost of Living

The South Jersey Shore splits into two very different price tiers. Atlantic County lands about 6.1% below the U.S. average on the BestPlaces index and roughly 21.6% below the New Jersey average, while Cape May County runs about 22.7% above the U.S. average (though still slightly below the state average). Home prices tell the same story: Atlantic County's median sold price sits around $395,000–$410,000, while Cape May County's median is roughly $875,000, dragged up by barrier-island towns. Ocean City's April 2025 median hit $985,833, Sea Isle City listings run well past $1M, Manahawkin sits near $577,000, and Atlantic City itself is one of the most affordable coastal buys in the country at roughly $215,000–$220,000. Statewide, the New Jersey median is roughly $531,000–$575,000.

Retiree Specific: New Jersey is more tax-friendly for retirees than its reputation suggests. Social Security benefits are fully exempt from state income tax with no phase-out. The Retirement Income Exclusion lets qualifying taxpayers age 62+ exclude up to $100,000 of pension, annuity, and IRA income (married filing jointly), $75,000 (single), or $50,000 (married filing separately) — but only if total gross income is $100,000 or less for the full exclusion, with a phase-out between $100,001 and $150,000 and no exclusion above $150,000. The Senior Freeze (Property Tax Reimbursement) locks in the property tax bill at your base year for eligible homeowners 65+ with incomes under the annually adjusted cap. The newer Stay NJ program adds a 50% property tax credit (capped at $6,500) for seniors 65+ with incomes under $500,000, coordinated with ANCHOR and Senior Freeze. New Jersey has no estate tax and no inheritance tax on transfers to spouses, children, grandchildren, or parents (Class A beneficiaries). State sales tax is 6.625% with a handful of Urban Enterprise Zones (including parts of the shore) at half rate.

Additional Considerations: Property taxes are the region's biggest ongoing expense. New Jersey's statewide average effective rate is 2.23–2.47% — the highest in the country. Within the region, effective rates vary sharply by town: Cape May County averages a competitive ~1.07% effective (Avalon as low as 0.41%, Ocean City around 0.64%, Sea Isle City 0.45%), while Atlantic County ranges from 1.12% in Longport up to 5.26% in Pleasantville, with Egg Harbor City around 3.60%. Insurance is the other big-ticket item: a 2024 Senate Budget Committee investigation found Cape May County's homeowners-insurance non-renewal rate tripled between 2018 and 2023 (from 0.47% to 1.45%), with Ocean and Atlantic counties close behind. Cape May County has the highest flood-claims record in New Jersey. NFIP flood insurance is effectively mandatory near the coast — the statewide NFIP median premium runs about $953/year, and Ocean County alone has 23,868 active policies. Expect a coastal homeowners policy to carry separate hurricane and windstorm deductibles on top of the standard one.
