Just 26 miles from San Francisco, Rossmoor enjoys a mild Bay Area climate moderated by marine breezes from the Pacific — a natural air conditioner in summer that tempers winter chill and encourages year-round outdoor living. What makes Rossmoor genuinely unusual is its governance structure: the community is organized into 23 independent homeowners associations called Mutuals, each with its own board of directors and its own monthly coupon fee.
